Local Information
Can your website offer a unique information service to the local community at large? Can you provide something which will encourage people, whether connected with your church or not, to bookmark your website because they find it useful?
A combination of local / regional newsfeeds, links to local and regional traffic report / weather sites, and links to local transport information, contact details for the local police, health services, local government and organisations, local newspaper sites, recycling information... and so on... could achieve it, without a huge amount of work being necessary.
But if it's already being done - for example if there's already a fairly good village website - don't start a competition, but find out if you can co-operate, linking to each other's sites, perhaps developing an aspect of local information the other site doesn't cover...
